Neighbor Dispute Leads to CCTV Cameras and 'Nuclear Submarine Base' Allegations

In a recent court hearing, a man named Kevin Grogan faced accusations of setting up intrusive CCTV cameras on tall poles, likened to a "nuclear submarine base," to monitor his neighbors amidst an ongoing feud.

Heightened Surveillance and Barrier Installation

Kevin Grogan, a 68-year-old resident of Rochdale, reportedly transformed his home into what has been described as a "nuclear submarine base" by installing night-vision CCTV cameras equipped with barbed wire for added protection. Additionally, he obstructed a public alleyway using construction debris and a locked gate.

Neighbors' Complaints Lead to Legal Action

The dispute between Grogan and his neighbors escalated, prompting his neighbors to lodge complaints with the police. Consequently, Manchester Magistrates’ Court issued a community protection notice (CPN) in March 2021, directing Grogan to unblock the alleyway and remove the cameras along with the 4-meter tall poles they were mounted on.

Court Orders and Ongoing Tensions

In May 2022, the court modified the CPN, instructing Grogan to reposition his CCTV cameras so they only covered his own property. However, the conflict persisted. Former police sergeant Richard Garland, who attended the scene while still on duty, described Grogan's camera setup as "highly intrusive." He was even unable to access the alleyway due to a locked metal gate.

Attempts to Resolve the Situation

Sgt. Garland initially placed bin bags over the cameras in an attempt to encourage Grogan to remove them. Regrettably, these attempts were met with resistance, as Grogan promptly tore down the bin bags. When authorities confiscated the CCTV system, Grogan reportedly erected a new one in its place.

Roots of the Dispute

The court learned that the conflict stemmed from an ongoing dispute between Grogan and his neighbor, Mohammed Alam. According to James Hudson, Grogan's defense attorney, this dispute involved "harassment that escalated into violence" and ultimately led to a public order offense conviction for Alam.

Conflicting Claims

While Grogan claimed that he installed the cameras for his protection in response to threats he received, Sgt. Garland stated that Grogan's assertion of being the victim of numerous harassment incidents did not hold up under scrutiny.

Facing Legal Consequences

Kevin Grogan faces two charges of failing to comply with the CPN, specifically for not removing the "barbed wired festooned camera poles" on his property, not positioning his CCTV cameras away from public areas and neighbors' gardens, and not preventing access to common land.
